The concept of integrated service centers for social welfare has been under development since 2021, when the Ministry of Social Affairs first proposed the idea. Initial pilot programs were launched in five provinces in 2023, with positive results showing a 30% reduction in processing times for assistance applications.

Following the successful pilots, the government allocated Rp 1.2 trillion in the 2025 national budget for nationwide implementation, with construction beginning in early 2025 at 1,200 locations across the country.
